An AI assistant can help a prospective customer organize a flood-insurance inquiry. It should not silently become the party that sells, solicits, negotiates, recommends coverage, determines eligibility, or binds a policy.

That boundary is practical, not semantic. The NAIC’s Producer Licensing Model Act defines an insurance producer as a person required to be licensed to sell, solicit, or negotiate insurance and states that a person may not do those things unless licensed for the relevant line of authority. State law and the facts of a workflow control the outcome; a model name, channel, or “informational” label does not settle it.

An AI insurance quote scope and licensed handoff record is a small evidence package for keeping discovery separate from a quote or purchase decision. It records what the consumer or their assistant supplied, what an approved source returned, what remains unknown, and why a licensed professional must take the next step. It does not give insurance advice, quote a price, determine coverage, complete an application, or bind a policy.

The search intent: control the boundary before the quote

Searches for AI insurance quote controls often lead to intake platforms, rating-engine integrations, or generic human-in-the-loop advice. Those pages can explain a product flow, but they rarely give operations and compliance teams a replayable record of the boundary between discovery and a regulated action.

The distinction matters when a consumer uses an AI assistant before talking to an agency. A good workflow can surface approved factual material and capture a request. It should stop when the consumer asks a question that requires coverage interpretation, a recommendation, an eligibility decision, price confirmation, or a purchase step.

This is deliberately narrower than our AI cyber-insurance exposure reconciliation workpaper. That article compares an insurer’s underwriting evidence with external technology observations. This one controls the consumer-discovery path before a quote or binding decision. It also differs from an agentic-commerce trust-gap review: no payment authority, cart, or spend authorization is in scope.

Build one record with four evidence lanes

Keep each lane distinct. A prompt may organize the record, but it must not upgrade a consumer statement into a verified fact or an indicative result into a quote.

LaneRecord onlyDo not infer
RequestSession reference, channel, stated purpose, jurisdiction supplied by the requester, and consent reference if applicableAuthority to act for a consumer or a carrier
Consumer factsExact supplied property details, questions, and source timestampCompleteness, truth, eligibility, or insurability
Approved informationSource system, version, retrieval time, allowed display fields, and indicative labelA firm quote, price, available coverage, or contract term
HandoffReason, required role, queue, owner, time, and immutable record referenceThat a review occurred or that a policy action was approved

Use explicit statuses. A status is a routing instruction, not a legal conclusion.

StatusUse whenAssistant may doRequired next step
DISCOVERY_ONLYThe request is general and no decision-sensitive answer is neededReturn approved educational material and capture the requestKeep the record; no application or quote action
INDICATIVE_PENDING_VERIFICATIONAn approved system returned preliminary, bounded information with assumptionsDisplay only approved fields and identify missing or stale factsLicensed or otherwise authorized workflow verifies the record
LICENSED_REVIEW_REQUIREDThe user asks for advice, interpretation, a recommendation, price confirmation, eligibility, or purchase helpStop substantive response and create a handoff receiptRoute to the appropriate licensed professional under local policy
DO_NOT_PROCEEDConsent, source authorization, jurisdiction, identity, or safety policy is missing or contradictoryExplain the missing boundary without guessingResolve the missing control outside the model

The NIST AI Risk Management Framework supports this kind of governed design: context, measurement, management, and clear roles belong around an AI-assisted process. It does not determine insurance-law obligations for a particular state or transaction.

The data contract: facts, assumptions, and the stop condition

The record needs fewer fields than an application, but more discipline than a chat transcript. Keep free text limited to exact user questions and reviewer notes. Everything else should be a typed field with a source reference.

Do not use this structure to create a shadow applicant file. Minimize collection, follow the organization’s retention policy, and keep credentials, identity documents, payment information, and sensitive risk records out of a general-purpose prompt. For a related control over what an agent can retrieve and retain, see our licensed-data contract for financial research agents.

Copyable prompt: assemble the record, never the insurance decision

Use this prompt only in an approved environment. Provide only records the system is allowed to process. The required output is an evidence organizer and routing result—not a quote or recommendation.

You organize an AI-assisted insurance discovery record.

Use only the supplied request, consumer-supplied facts, approved source outputs,
and policy rules. Do not browse, infer missing facts, recommend coverage, compare
coverage suitability, determine eligibility, confirm a price or term, complete an
application, bind insurance, accept payment, or represent a licensed producer.

Treat every consumer-supplied fact as UNVERIFIED unless the supplied evidence says
otherwise. Treat every preliminary result as INDICATIVE_PENDING_VERIFICATION unless
the approved policy rule explicitly says it is discovery-only. If consent, source
authorization, jurisdiction, or a required fact is missing or contradictory, return
DO_NOT_PROCEED. If the request asks for advice, interpretation, a recommendation,
price confirmation, eligibility, or purchase assistance, return LICENSED_REVIEW_REQUIRED.

Return valid YAML matching this exact top-level shape:
quote_scope_record:
  record_id:
  purpose:
  consumer_supplied_facts: []
  approved_information: {}
  assumptions: []
  missing_fields: []
  prohibited_actions_confirmed: []

    reason_codes: []
    human_role:
    queue_reference:
  evidence_references: []

Never create a value for a field that is absent from the supplied evidence. State
UNKNOWN, MISSING, or NOT_APPROVED instead. Preserve source references and timestamps.

Test the stop conditions before release

Treat a polished answer as a failure if it crosses the workflow boundary. Add these cases to a regression set, similar to the negative-test posture in our banking-agent test harness.

Test inputExpected resultFailure signal

Run the suite whenever the prompt, rating integration, approved-content library, jurisdiction rules, or handoff vendor changes. Preserve the input category, expected route, observed route, model and prompt version, reviewer result, and remediation reference. Do not place full consumer data in the test log.

Operational KPIs that do not disguise an insurance decision

Measure whether the control works, not whether the assistant persuaded people to buy.

  • Evidence completeness rate: records containing a source reference, timestamp, and route reason divided by all routed records.
  • Correct-stop rate: sampled decision-sensitive requests that receive LICENSED_REVIEW_REQUIRED or DO_NOT_PROCEED when policy requires it.
  • Stale-information block rate: approved outputs prevented from display because their permitted freshness window or source version is missing.
  • Handoff receipt completion: routed records with an owner, queue reference, and immutable record ID—not merely a chat summary.
  • Reviewer overturn themes: categorized reasons a reviewer changes the route, used to improve rules and tests rather than to automate a decision.

Targets belong to the agency, carrier, and applicable state requirements. A high completion rate cannot prove that a workflow is compliant, and a model should never use these KPIs to override a licensed professional.

What this record cannot do

This workflow cannot decide who is eligible, what coverage fits, whether a price is final, whether a person or entity is properly licensed, or what a state regulator would conclude. It is not insurance, legal, compliance, or investment advice. Organizations should obtain qualified review and apply applicable law, contracts, privacy requirements, and carrier rules before deploying an AI-assisted insurance workflow.
